It is that time of year again that the Locals receive coorespondance on the International Per Capita Tax increases. This increase is mandatory per the Boilermakers Constitution Article 12.2.2 which states, "Every January 1, the monthly Per Capita Tax set forth in Article 12.2.1 above shall be adjusted by the percentage increase in average hourly earnings in manufacturing as issued by the Bureu of Labor Statistics for the twelve (12) month period, July to July, immediately preceding an adjustment date,"rounded" to the nearest Five Cents ($0.05) with the maximum adjustment on any adjustment date to be One Dollar ($1.00)."
The Bureau of Labor Statistics has reported that average hourly earnings in manufacturing in the twelve (12) month period July 2009 to July 2010 increased from $18.21 to $18.52, or by 1.7%. The existing monthly Per Capita Tax ($22.75) will increase by $0.3867 when adjusted by the manufacturing wage percentage increase. However,in accordance with the provisions of Article 12.2.2, this adjsutment when "rounded" to the nearest five cents ($0.05) ids forty cents ($0.40). Accordingly, you are advised that pursuant to the provisions of Article 12.2.2, effective January 1, 2011, the monthly Per Capita Tax, Withdrawal Card charge and Deposit of Withdrawal Card charge shall increase by forty cents ($0.40).
Article 31.2.2 of the International Brotherhood Constitution provides that:
"Local Lodge monthly dues shall be increased every January 1 by an amount equal to two (2) times the amount of any increase in the monthly Per Capita Tax as determined in accordance with Article 12.2.2 of the Constitution with the Local Lodge and the International Brotherhood to share equally this increase in the Lodge monthly dues.The International President, upon receipt of a Local Lodge request to waive the increase in monthly dues to be retained by the Local Lodge, may grant such request if so warranted by the Lodge's financial condition."
As indicated above, the increase in monthly Per Capita Tax effective January 1, 2011 shall be forty cents ($0.40). Accordingly, you are advised that persuant to the provisions of Article 31.2.2 of the International Brotherhood Constitution, your Local Lodge monthly dues shall be increased by eighty cents ($0.80), effective January 1, 2011.
No formal Lodge action is required to increase the Local Lodge Monthly Dues to cover the eighty cents ($0.80) due increase. However, the lodge is encouraged to provide notice of these increases in such a way as to be reasonably calculated to reach the entire membership.

The new monthly dues rate for the 2011 year is ($39.85). This is a forty cent ($0.40) increase due to a waiver of the Local Lodges Per Capita Tax increase. I would like to note that for the past three (3) years, the Local Lodge has requested and received waivers for the Local Lodge Per Capita Tax to be waived in order to keep the Monthly Dues at a managable fee.

OSHA 10 training classes will be held July 27th and 28th at the hall. if you are interested and need to get this training, please contact Rick Wilson at 262-754-1291 and get on the roster for the class. It will be a first come first serve approach and the spots are limited due to class size requirements. Sub part R training will also be given on July 27th for those of you who do not have that portion of training.
Welders Common Arc testing will be held at the hall on August 29,30,31 and September 1. This too is a first come first serve approach and if you do not get on the list for a time bracket, you will not be allowed to test. There will not be any walk ins allowed unless there are available booths. The intent right now is to have the brackets filled by the time testing is started so that the proctors know how many people will be testing. The list will be started in early August for sign ups and all requests for testing times shall be made through Rick Wilson.
